I am very sure this is a UK license plate. I can vaguely see the Euro sticker on the left hand side of the plate.

And just to twist the knife, the Honda Accord Tourer (wagon) available in the UK (equivalent to our Acura TSX) gets the following (UK standard, different from EPA) mileage with the 2.2 diesel:
