After his wife thought they'd decided on Ava Grace, Elizabethton, TN resident Mark Ciptak filled out the birth certificate forms at the hospital and "secretly named his baby girl Sarah McCain Palin."
Secretly as in, he was talking to the local newspaper about how only "some friends and family members who I have called for prayer support know at this point," but he hadn't actually told his wife yet.
So the name change is some kind of pretend secret which only insults the woman in the story, highlights the guy's crazy decisionmaking technique, and because it can be undone any time within a year simply by sending a letter to the Tennessee Dept. of Health, it turns out to be nothing more than an amateurish media-baiting stunt [designed in Citpak's words, "to get the word out" and to take "one for the cause"]?
Well, if that's what you're going for, the baby practically names itself.

what an effing IDIOT.
Oh... he'd be dead. So very, very, very dead.
I think, by law, she is allowed to shoot her husband for this, but only from a helicopter.
